Enhancing School Safety: Alyssa’s Law and Managed Service Providers

Alyssa's Law, a crucial U.S. legislation, focuses on improving law enforcement response times during school emergencies. It requires the implementation of Silent Panic Alert Technology (SPAT) in public schools, integrated with VoIP and emergency lights, to enable swift communication with authorities in crisis situations. SPAT ensures silent alerts, even in areas without a local police department. Several states have already adopted Alyssa's Law, offering funding for system updates. Alyssa’s Law represents critical legislation designed to address the issue of law enforcement response time during life-threatening emergencies within U.S. schools. The law requires all public elementary and secondary schools to be equipped with Silent Panic Alert Technology (SPAT) for use in case of school security emergencies, including evacuations, lockdowns or active shooter incidents. Alyssa’s Law mandates the installation of SPAT directly linked to law enforcement and emergency lights; these technologies, in addition to existing school security systems, interoperate seamlessly with Voice over Internet Protocol (VoIP). 

The alert, which would not be audible within the school building, instantly transmits a signal or message to authorities upon activation. In cases of a school building located in a municipality where there is no police department, the panic alert would be linked to a location designated by the Superintendent of State Police.

Furthermore, Alyssa’s Law also requires an emergency light be affixed to the exterior of all public elementary and secondary school buildings, ensuring high visibility above or near the front entrance. If a school building isn’t clearly visible from the nearest public roadway, the emergency light would be placed at that public roadway; the light would be linked to the school’s silent panic alert and would turn on upon its activation. 

Currently, Alyssa’s Law has been enacted in Florida, New Jersey, New York, Tennessee and Texas; it is in process in legislatures in Arizona, Oregon, Nebraska, Michigan, Georgia, Connecticut, and Virginia,  with a combination of federal and state funding available for schools to update their emergency systems - these schools must apply to update their emergency systems. The organization, Make Our Schools Safe, which was founded after the tragedy at Marjory Stoneman Douglas High School on February 14, 2018, is an invaluable source of information on Alyssa’s Law, since it’s dedicated to driving and guiding best practices in school safety.
